江苏农业科技推广体系建设探索与创新

摘　　要：在阐述江苏农业科技推广体系发展现状的基础上,对"十二五"以来江苏农业科技推广体系建设过程中探索成功的10多种创新模式进行分析与总结,其创新模式可归纳为四大类型,即公益机构主导型、科技项目带动型、市场引导型和产学研结合型,并就其主要创新模式进行了探讨。同时,指出体制机制创新力度不够、基层农技推广体系经费保障不足、基层农技推广服务力量不足、为农服务的能力和水平不高以及社会化农技推广服务不规范是制约江苏农技推广体系发展的主要因素。在此基础上,提出了加强公益性农技推广体系建设、培育多元化农技服务体系、加大政府农技推广投入、推进农科教产学研紧密结合和培养高素质的农技推广人员等创新江苏农业科技推广体系发展的对策建议。Based on the exposition of the development situation of agricultural science and technology extension system in Jiangsu,the 10 successful innovation models of agricultural science and technology extension system in Jiangsu since ＂12th Five-Year＂ plan were analyzed and summarized. These innovation models could be summarized as four major types： public benefit institutions leading model,technology programs driving model, market-leading model, and production-study-research combination model, and the main innovation model were explored, and pointed out that the constraints on its development such as insufficient in system and mechanism innovation ability, lacking of strength of primary agricultural technological extension system, inadequate primary agricultural technological extension service forces, low ability and level of serving for the agriculture, and irregular social agricultural technological extension service, and so on. On the basis of this,several countermeasure suggestions were put forward, such as strengthening the public agricultural technological extension system, cultivating a more diversified agricultural technology service system, increasing government investment in agricultural technological extension, promoting their integration with agricultural science and education, and production-teaching-study, and cultivating high qualified agricultural technology extension workers from innovation development of agricultural science and technology extension system in Jiangsu.
