摘　　要：文章以政府数据开放与个人隐私保护之间互为平衡、彼此促进的相互关系为切入点,梳理了中美在政府数据开放和个人隐私保护方面的各项政策和法律法规,分析了两国在实践中的经验,以及我国在政府数据开放以及数据开放过程中个人隐私保护方面的问题与挑战。立足我国政府信息公开的现状,结合大数据的趋势,对我国政府数据开放和个人隐私保护提出建议。Starting from the relationship of balance and mutual promotion between open government data and personal privacy protection, this paper combs the major policies and regulations of open government data and personal privacy protection in the U. S. and China. Then, the paper analyzes the experiences in the practice of the U. S. and China as weU as the issues and challenges of personal privacy protection in the process of open government data and data open in China. Finally, on the basis of the status of government information disclosure in China, combing with the trend of big data, the paper proposes suggestions for the open gov- ernment data and personal privacy protection in China.
