摘　　要："先锋公益伙伴"活动的开展,主要基于加强基层服务型党组织建设、社会治理创新和社会组织发展、社会各方公益需求不断增长的时代背景。体现了执政党顶层设计思路与基层党组织实践创新的结合。在创新党的群众工作方法、推进基层服务型党组织建设、发展"两新"组织和创新社会治理等方面都具有深刻的实践启示。Activities of ＂pioneer charity partners＂ were carried out with the background of strengthening the construction of service-oriented party organizations at the grass-roots level, social management innovation,the development of social organizations and social parties,the rising public demand.It embodies the toplevel design by the ruling partywith the practice of the grass-roots party organization innovation.It has profound practical enlightenmentin the party＇s mass work method innovation, promoting the construction of a service-oriented party organization, ＂two new＂ organization development and innovation of social governance.
