摘　　要：应生态文明新时代建设美丽中国的要求,全面诠释"美丽发展"的内涵,确立了以美丽为重要优势及核心资源、"美丽"与"发展"互为依存彼此促进的"美丽发展"新模式。从目标、定位到策略、行动,最终落实到可以指导实施的工程,阐述了杭州"美丽发展"的完整话语体系,是全国第一个美丽中国建设的地方行动纲领。In response to the requirement of constructing beautiful China at the new era of ecological civilization, the paper provides a comprehensive interpretation of the connotation of ＂beautiful development＂ and establishes a new model of ＂beautiful development＂ with ＂beautiful＂ as an important advantage and core resource, and with ＂beautiful＂ and ＂development＂ supporting and facilitating each other mutually. The ＂beautiful Hangzhou＂ action plan formulation system elaborates the complete discourse system of the ＂beautiful development＂ of Hangzhou from the target, the orientation, to the strategy and action, and ultimately to the implementation of projects. It is China＇s first local action program for beautiful China construction.
