摘　　要：民间资本合作参与基层图书馆建设应坚持平等合作、权益保障、规范管理、多方协同四个基本原则,以政府为主导,政府文化部门实施,公共财政在场地、人力和运行经费上给予支持,家庭或社会组织通过协商出让房产、基础设施和人力等资本,乡村社区自治机构配合、其他社会力量协作支持,共同建设基层图书馆,以达到政府、民间力量和居民共同受益的目标,最终实现基层图书馆的多元化建设和社会共同治理。Private capital to participate in the construction of the library is to uphold four basic principles as equality cooperation, protection of rights and interests, standardized management, multi cooperation that the government led, government departments, public finance in the field, human and financial support, to family or social organizations through consultation sell real estate, infrastructure and human capital, rural community autonomy organization, other social forces to support, to achieve the government, private power and residents of the common benefit of the community and social governance.
