创新驱动发展-以武汉市工业技术研究院的构建与发展为例

摘　　要：随着新一轮产业革命的孕育发展，科技创新对产业的驱动能力日益凸显。如何顺应潮流，推动创新型国家的建设，成为当今最重要的课题，一批以共性技术研究为主要目标的工业技术研究院应运而生。本文以武汉市工业技术研究院的构建与发展为例，概述了现阶段全国工研院的发展现状及特点：各地政府结合地区科研发展的特点，通过工业技术研究院的建立，以市场为导向，打破体制约束，在为企业提供技术支撑和公共服务的同时，也为政府提供有效的科技决策咨询服务，实现科教优势向产业优势的转化，加快战略性新兴产业集群的发展。最后，在武汉市十家工业技术研究院的建设背景、原则、方式及总体运行情况的分析基础上，对我国工研院建设过程中出现的问题进行了总结和分析，并提出相应的政策建议。With the advance of the independent innovation strategy implementation,innovative national construction, the guidance of reports in The Eighteenth National Congress of the CPC and local governments, a group of industrial technology research institutes（abbr. ITRI） came into being for the purpose of common technology research as main purpose, which got the active imrticipations of universities, research institutes, large enterprises and so forth. Lots of ITRIs were built up combined with local characteristics of industry, education and economic development in domestic country. Hubei provincial government and Wuhan municipal leaders have further deepen the reform of science and technology system through the combination of the characteristics of scientific research and development the market. Under the orientation of market and the guidance of breaking the institutuion constants, the establishment of ITRI will provide technical support and public services for enterprises, and effective scientific and technological decision-making advisory services for government,which will complete the transformation from the advantages of higher scientific education to promote the industry in Wuhan, and accelerate the development of strategic new industrial clusters in Wuhan. At first it was briefly analyzed in paper that the development status and characteristics of the National IRTI, and the construction backgrounds, principles, processes of ten ITRIs in Wuhan as research focus. The operational aspects of ten ITRIs were also introduced, including institutional settings, staffing, infrastructure construction and industrialization of scientific and technological achievements. After the comparison of ITRI in Wuhan and other successful ITRIs in domestic country, the problems appeared in the process of construction of ITRI in Wuhan were summarized and analyzed in this paper, and the corresponding policy recommendations for reference were put forward.
