将生态敏感区县纳入一般性转移支付研究——以河北省为例

摘　　要：指出了在京津冀区域内建立健全生态补偿机制,加大生态补偿财政转移支付力度,对改善区域生态环境,推动经济协同发展具有重要意义。针对河北省65个区县已纳入重点生态功能区转移支付范围,为加快京津冀区域生态补偿机制的建设,基于河北省环境功能区划的研究成果,以生态系统敏感性和生态系统重要性为研究切入点,深入分析了河北省哪些敏感区县纳入一般性转移支范围,为扩大一般性转移支付范围提供新的研究视角。The establishment and optimization of ecological compensation mechanism in the jing-jin-ji region and reinforcement of fiscal transfer payments of ecological compensation have great significance to the improvement of ecological environment and thepromotion of the economical cooperative development. 65 counties in Hebei province have been incorporated into thekey ecological function range of transferpayments. To speed up the construction of the jing- jin-ji regional eco-compensation mechanism and based on the research achievements of environmental functional district planning in Hebei province,the article takes the ecosystem sensitivity and the importance of eco-system as starting points to make an in-depth analysis of what kind of sensitive districts should be incorporated into the scope of gen eral transfer,which provide a new research perspective for the expansion ofthe scope of general transfer payments.
