摘　　要：中国共产党自成立始,就十分注重党与社会关系的处理,并将自己深深扎根于群众之中。改革开放以来,中国社会结构发生了深刻变化,党的基层组织出现一定程度"边缘化",影响到党执政的基础,也影响到基层治理成效。与时俱进的中国共产党,通过基层组织、公职党员、制度规则、价值文化及服务合作等全方位的政党嵌入,重构了以党组织为核心的基层治理机制,提升了治理能力,实现了有效的治理。the Communist Party of China attaches great importance to deal with the relationship between the par- ty and the society and their deep rootedness among the masses since its beginning. Since the reform up, Chinese social structure has taken profound changes. There is a certain degree of ＂ Marginaliza and opening tion＂ in the basic level organization of the Party, affecting the foundation of the ruling party and the effectiveness of grassroots governance. The Communist Party of China keeping pace with the times embeds grass - roots organizations, pub- lic members,rules and regulations, cultural value and service cooperation in a full range in the party, recon- structs governance mechanism as the party organization to the core of grassroots, enhances the governance capa- bility to achieve the effective governance.
