摘　　要：突发事件应急决策情报体系复杂性和高维性的特征需要引入和调动多部门、多环节、多主体的资源和力量,进行突发事件应急的协同治理。本文从应急决策情报体系协同联动的内涵与特征出发,阐述了突发事件应急决策情报体系的协同联动涉及的要素,指出共同价值驱动、环境保障、多主体联动、全流程优化、多资源集成是构建突发事件应急决策情报体系协同联动机制的主要路径。The characteristics of complexity and high dimension of intelligence system in emergency decision making for major disasters need to introduce and mobilize multi-sectoral, multi-link, multi-body resources and power, collaborative governance of major disaster emergency. From the content and features of the intelligence system in emergency decision making for major disasters, this paper expounds major elements of the intelligence system, pointis out that common values-driven , environmental protection, multi-body interaction, the whole process optimization, multi-resource integration are the main path of the construction of synergistic linkage mechanism of intelligence system.
