摘　　要：选择具有代表性的中国高等教育文献保障系统(China Academic Library&Information System,CALIS)、美国、英国和澳大利亚的四个资源描述与检索(Resource Description and Access,RDA)政策声明为研究对象,从制定目的、排列方式和使用方式角度,着重分析了各政策声明的特点、规则条款数量、规则分布和做法类型以及本地核心元素的新增与分布,并以此为依据对中国RDA政策声明的制定提出建议。This paper starts with the purpose, arrangement and usages of the policy statements, selects the four RDA policy statement of the CALIS, the United States of America, British and Australia, as the research object, emphatically analyzes the characteristics of each policy statement, the number of rules, rule distribution and practice types, and the new addition and distribution of local core elements, and then put forwards suggestions of formulation of China＇s policy statement on the basis.
