摘　　要：二战后美国的"马歇尔计划"将欧洲纳入了美国主导的国际秩序,美国1948年《经济合作法》以立法形式保障了计划的执行。该法明确了美推行计划的目标、参与国的范围、实施机制以及援助方式等内容,借助欧洲经济合作组织推动欧洲经济一体化,实现了美欧关系的协调。中国以"一带一路"建设为引领的海外经济发展,也需要一部能够充分协调国内外复杂法律关系、确定监督管理职能、规制金融支持和安全保障的综合性立法。Aftcr World War II, American incorporatcd Europe into US-led international order by Marshall Plan, The Economic Cooperation Act of 1948 was the legislation to ensure the implementation of the plan. The Act stipulated the goal and aim of the plan, the scope of the participating countries, implementation mechanism and the way of international aid, etc. , the plan has promoted economic integration of Europe and the coordina- tion of US-Euro relationships through OECD. China has raised ＂One Belt and One Road＂ Initiatives to booming her overseas economic development, one comprehensive legislation is extremely urgent, which could fully coordinatc complex legal relationship between home and abroad, make clear of the functions of supervision and management, the regulation of financial support and security.
