周边开放与国内执行机制研究——满洲里口岸的视角

摘　　要：周边开放作为中国新一轮对外开放战略的重点,需要依托口岸开放这一国内执行机制。满洲里是中国非常重要的沿边口岸,在中国口岸开放中具有代表性意义,它作为"一带一路"战略国内执行机制的典型代表,其发展要求中央政府做好顶层设计,促进口岸的公平、有序竞争和全面开放,优化沿边口岸的营商环境和产业政策,并采取措施,实现"五通",打造沿边口岸与相邻国家深度融合的利益和命运共同体。Manzhouli is a very important border port and its opening up has general ramifications for upgrading China＇s economic development. As an utmost representative of ports in China, Manzhouli＇s economic development requires that the Chinese central government make good top design, promote an equitable and orderly all-round opening-up to all ports, optimize thc business environment and industrial policies of ports and try its best to build up the five conncctivities so as to create a community of shared future with the countries within the range of the ＂The Bclt and Road＂ Initiativc and to accomplish the expected goals thereof.
