摘　　要：基于绩效的总体规划实施评价,是组成完整的城市总体规划实施评价的三个部分之一,从达成城市规划目标、规划实施目标以及社会满意度三个方面,对评价期内的城市规划实施行为所产生的结果进行综合评价。规划实施对城市规划目标的达成程度可以反映其对城市发展的贡献,通常需要在城市整体性目标和分系统目标两个层次进行;规划实施目标的达成情况主要包括两个方面,一是考察规划实施结果对规划制定时意图解决的城市问题的实际效用,二是评价其对后续的规划实施的可能影响;社会满意度评价是规划实施成果的社会使用者的评价,也是规划实施社会效用的最直接反映。并对规划实施绩效评价的主要方法类型以及在评价中可能出现的偏差进行了分析。Performance-based plan evaluation is one of the three key aspects of evaluating comprehensive plan implementation. Such an evaluation includes three dimensions： the achievement of urban planning goals, the achievement of plan im- plementation goals, and the degree of social satisfaction. The first evaluation as- sesses the effectiveness of plan implementation on city development, which un- folds at both the holistic and sectoral levels, such as housing or urban greenery. The second estimates the effect of the plan implementation on subsequent plan im- plementation actions. The third investigates the public perception of the plan＇s performance in shaping development outcomes. The paper also analyzes main eval- uation methodologies and possible errors in the evaluation.
