摘　　要：新时期,三门峡湖滨区面临转型发展的困境,如何实现可持续发展是摆在湖滨区面前的重要议题。该文在解读湖滨区发展现状及梳理相关理论进展的基础上,破解新政策背景下湖滨区转型发展的现实基础,借鉴国外先进转型经验,构建以"理念、载体、动力、手段、支撑"为主体的旅游发展框架,并提出适宜的实施路径,为湖滨区实现转型发展提供突破路径。In the new period, Hubin district in Sanmenxia faces the transformation development dilemma, and how to realize the sustainable development is one of the important issues. This paper breaks the reality basis of transformation development under the background of new policies based on interpreting Hubin＇s development present situation and combing the related theories, then learns from foreign advanced experience, constructs a ＂concept, carrier, motivation, means and support＂ as the main body of the tourism development framework, and puts forward the appropriate implementation path, provides breakthrough path to realize the transformation of development in Hubin district.
