水电厂突发事件应急执行力培育路径分析

摘　　要：笔者的目的是综合运用执行力理论和应急管理理论的基础上,提出水电厂突发事件应急执行力的培育路径。依据国富执行力模型,系统分析突发事件应急管理特点,引入包含心态、工具、角色和流程等4个主要因素的应急执行力概念;通过剖析水电厂突发事件应急管理体系的内涵,构建基于执行力的水电厂突发事件应急管理"箭形"模型;针对水电厂突发事件应急执行力不强等问题,分别提出应急制度体系、组织体系、保障体系、预案体系和运行机制等5个要素的应急执行力培育路径。主要结果表明:教育培训有助于提高应急制度体系执行力,岗位学习有助于提高应急组织体系执行力。The paper was aimed at devising a way for the cultivating the hydropower emergency execution ability on the basis of the execution ability theory and emergency management theory. A concept of emergency executive ability was defined,which contained four major factors such as mentality,instrument,character and procedure,according to the ＂ Guofu ＂ execution ability model. Then,through systematic analysis of hydropower emergency management system,an ＂ arrow＂ model based on execution ability was built. Eventually,a cultivating way was devised for improving the emergency execution of emergency system,emergency organization system,emergency support system,emergency plan system and emergency operation mechanism. The main results show that education and training are helpful to improve emergency system execution,and job learning can improve emergency organization system execution.
