摘　　要：新型城镇化的核心是人的城镇化,要求提供更加公平、更高质量的教育,特别是要求破解新形成的城市内部新教育二元结构。要实现这一目标,中央政府需要深化财税体制改革、深化异地中考和异地高考改革、确保农业转移人口的教育机会均等;需要推进利益相关者特别是农村转移人口的民主参与和共同治理,以民主化推动城镇化进程中的教育改革与发展。同时,要建立健全针对政府的绩效管理和教育问责制度,督促政府切实履行上述职能。the core of the new urbanization is the people＇s urbanization, which requires to provide a fair and higher quality education, in particular, to crack the form of new urban internal education structure. To achieve this goal, the central government needs to deepen reform of the fiscal and taxation system, deepen the reform of college entrance and high school entrance examination, to ensure the fairness of education opportunities of the transferring agricultural people. In addition, the government needs to promote the participation of the stakeholders especially for the transfer of the rural population in the reform and governance in order to promote the reform and development of education in the process of urbanization. At the same time, it is necessary to establish and improve the government＇s performance management and education accountability system, and urge the government to effectively fulfill the above functions.
