摘　　要：文章在充分认识网络危机传播发展需求的基础上,沿着"基础——过程——治理"的路线,提出了网络危机传播的基本理论框架,阐述了网络危机传播理论的三大组成部分:基础理论、演化理论和治理理论,并对这些理论进行了多层次、全方位的深入分析。Based on completely understanding of the development demands of network crisis communication and following the route along its foundation - process - governance, the paper puts forward the basic theoretical framework of network crisis communication, and expoundsits three major divisions, including basic theory, development theory and governance theory, and demonstrates the theory from multi-level and full range.
