河南省基本公共服务失配度时空格局与驱动机制

摘　　要：从失配的角度,尝试提出基本公共服务失配度的概念,并将生态系统评估中的健康距离模型引入到基本公共服务研究中.研究了2005-2012年河南省基本公共服务失配度的时空格局演化过程,并对其驱动机制进行了解释.研究发现:1时间序列上,河南省基本公共服务失配度演进分为高度失配主导(2005-2008年)与失配度缓慢下降(2009-2012年)两个阶段;基本公共服务失配度呈下降趋势,但仍存在严重失配状况;区域差异呈扩大趋势.2空间格局演化上,总体上呈现出由高度失配向适配转变;空间上表现出自西北部向东南部衰减的半环带状的圈层结构;单核结构明显,郑州的"空间外溢"效应逐步显现;次区域相比,中原城市群失配度最低,豫北地区、豫西、豫西南地区次之,黄淮地区失配度最高.3区域发展基础、地方政府公共服务政策以及国家宏观政策调控通过特定的路径作用于基本公共服务失配度时空格局的演化.From the view of mismatch,this paper puts forward the concept of basic public service mismatch,and introduces the safe distance model of ecosystem assessment into the research of basic public service.This paper mainly tells about the spatio-temporal pattern and driving mechanism of basic public service mismatch in Henan province in 2005-2012.We discover that：the mismatch evolution of the basic public services in Henan province includes two stages of height mismatch leading order（2005-2008）and slow decline of mismatch（2009-2012）in time series.The basic public service mismatch degree gradually decreases,but there still exists the serious mismatch condition and the regional difference is expanding.The spatial structure evolves from height mismatch to moderate match overall;in space the basic public service shows the semi ring banded structure attenuating from northwest to southeast;mononuclear structure is significant,Zhengzhou＂spatial spillover＂effect gradually appears;compared with subregional,the mismatch degree of Central Plains city group is minimum,the mismatch degrees of north Henan,west Henan and southwest Henan are higher,and the mismatch degree of Huang Huai region is the highest.Mismatch of basic public service in temporal and spatial pattern evolution is composed of basic factors（industrial structure,industrialization,openness,the process of city development and transport development level）,direct factors（administrative capacity of local government,expenditure,the structure of fiscal expenditure and the supply of basic public services of local government efficiency）and external factors（public service national policies,national and regional strategy,performance evaluation system and the central financial transfer payment）.
