从“中央一号”文件看我国农民工研究议题设置

摘　　要：农民工议题一直是国家决策的重点,由于农民工群体的人口基数巨大,农民工议题中存在很多具体类别的问题,需要决策层与学术界进行互动,实现政治与学术的相辅相成。本文以农民工议题为切入口,通过分析中央一号文件与学术界研究文献对应的具体内容,探寻在我国政治环境下顶层设计与学术生产的互动机理,提出三种政治与学术之间的相互关系,论证需要更加成熟的决策制定和公民参与机制以保证文件实行的合理性。Issue of migrant workers has been the focal point of national policy-making, as the huge population of migrant workers. There are many specific issues of migrant workers, which decision-makers interacting with academics, political and academic complement each other. This article shows the issue of migrant workers as the entry point, by analyzing the corresponding specific content between the NO. l Document and the academic literatures, to explore the interaction mechanism between the top-level design and academic production under this political environment, to propose three relationships between political and academic, demonstrating the need for more sophisticated decision-making and mechanisms of citizen participation to ensure that that is reasonable.
