推进河北省老工业基地转型升级对策研究

摘　　要：河北省老工业基地发展步入良性轨道.问题主要集中在产业结构需要进一步优化,新兴产业、高新技术产业比重需要进一步提升,服务业发展相对滞后,科技创新能力尚不能与产业发展相适应,节能减排任务依然繁重,经济增长下行压力和产能相对过剩的矛盾依然存在等几个方面.在此基础上提出进一步转型升级的六项对策:贯彻京津冀协同战略,力促完善区域市场经济体制;加快产业结构转型升级,实施产能有效输出;多渠道筹集发展资金;完善社会保障制度;大力发展服务业;加快实施创新驱动发展战略.The development of the old industrial base of Hebei province has entered a virtuous orbit. Problems are mainly concentrated in several aspects： unreasonable industrial structure, low proportion of higb-tech industries and emerging industries, lagging service development, disharmony between technological innovation ability and industry development, is not strong, arduous energy-saving emission reduction task, downward pressure on economic growth and relative excessive capacity. On the basis of this, 6 countermeasures of further transformation and upgrading are put forward： Implementing the Beijing-Tianjin-Hebei collaborative strategy to improve the regional market economic system; accelerating the transformation and upgrading of industrial structure for the implementation of effective output; raising multi-channel funds for development; improving the social security system; developing the service industry and accelerating the implementation of innovationdriven development strategy.
