基于超效率-基于松弛测度的江苏省地级市医疗卫生机构技术效率研究

摘　　要：目的对江苏省各市医疗卫生机构效率进行综合评价,并比较江苏不同地区医疗机构的差异,为提高各市医疗卫生效率提供参考。方法运用数据包络分析法的超效率-基于松弛测度(SE-SBM)模型对江苏省13个市医疗卫生机构2013年的投入、产出相对效率进行分析与排序,根据投影分析得出非有效决策单元的改进值。结果江苏省医疗机构总体有效的城市有8个,占被调查总数的62%,平均总体效率值是0.95,表明江苏省地级市医疗机构总体效率偏低,且不同地区存在差异。结论江苏省地级市医疗卫生机构存在资源浪费的情况,苏南地区效率最高,苏中地区效率最低。Objective To conduct a comprehensive evaluation on the efficiency of municipal medical and health institutions in Jiangsu province and to compare the differences of medical institutions in different parts of Jiangsu for improving the municipal health care efficiency. Methods SE-SBM model is adopted to analyze and sort the input and output efficiency of the medical and health institutions of 13 cities in Jiangsu province in 2013. According to the projection analysis, the improved value of non-effective decision making units is obtained. Results There are 8 efficient cities in Jiangsu province accounting for 62% of the total surveyed, and the average overall ef- ficiency value is 0.95, which indicates that the overall efficiency of the medical institutions in prefecture-level cities of Jiangsu province is relatively low and the differences in different regions exist. Conclusion Resource waste is found in the medical institutions in Jiangsu province. The efficiency of health institutions in southern Jiangsu is the highest, while that in central Jiangsu region is the lowest.
