环境管制下规模养猪户绿色养殖模式演化机理——基于湖北省规模养猪户的实证分析

摘　　要：针对目前我国养猪业规模化、集约化发展带来的环境面源污染和猪肉质量安全等问题,本文提出了规模养猪户绿色养殖模式。通过规模养猪户绿色养殖模式驱动机理的分析,建立了政府环境管制下规模养猪户绿色养殖模式演化博弈模型。在分析政府和规模养猪户不同策略下各自的成本和收益基础上,进一步分析了政府管制与规模养猪户绿色养殖模式选择的博弈关系。研究结果表明:在完全市场机制作用下,规模养猪户难以实现绿色运营模式的自我演化,政府规制对规模养猪户绿色养殖模式的演化具有较强的推动作用,而且演化博弈结果受到消费者绿色消费偏好,猪肉产品的绿色度,养猪户环保投资,政府的监管成本、环境排污收费和绿色补贴等参数的影响。最后根据研究结果,从政府层面提出了加大环境管制、政策扶持、绿色产品的宣传和绿色养殖技术的推广和指导等规制措施。Focusing on China＇s environment pollution and pork safety problems brought by the scaled and intensive hog industry development, this paper presented the green breeding mode of scaled hog farms. Through the analysis on the driving mechanism of scaled hog farms＇ green breeding mode, this paper seeks to develop an evolution game model of scaled hog production under the government supervision. Based the cost and benefit analysis of the government and scaled hog farms with different strategies, this paper further analyzed the game relation between government supervision and scaled hog farms＇ choice of green breeding mode. Results show that： it is difficult for scaled hog farms to promote the green breeding mode under the free market mechanism, and government supervision plays a strong driving role in the evolution of scaled hog farms＇ green breeding mode. In addition, the evolution game results are affected by consumers＇ green consumption preference, the coefficient of pork environmental quality, the environmental investment of hog farms, the costs of government supervision, the charges for environment pollution and the green subsidies. Finally, this paper also provides some suggestions to the healthy development of hog industry, including increasing environmental control, enhancing policy support, promoting green product consumption, and encouraging innovation in green breeding technology.
