摘　　要：建立和健全水权交易市场是利用市场机制优化配置水资源的重要途径。在对我国水权交易市场的现状和面临的障碍进行分析的基础上,对水权交易市场的性质和要素、水权交易主体培育、扩大可交易水权、搭建水权交易平台、建立市场规则体系等水权交易市场建设的关键问题进行深入研究,并提出了在水权试点中积极探索水权交易市场培育的方式方法、推进水权交易市场法规建设、加强基础工作等方面的对策建议。Establishment and perfection of water entitlement trade market is a key approach for optimization of water resources allocation by taking the advantage of market mechanism. An in-depth analysis is carried out on the nature and key elements of water entitlement trading and market, cultivation of key players for trading, expansion of tradable water entitlement, creation of platform and establishment of rules and regulations, on the basis of study on present trading condition and obstacles in the market. Through pilot project, methods for cultivating trade market are exploited.In addition, more attention needs to be paid on legislation process for regulation of trading activities.
