京津冀协同发展背景下的天津农村地区社会管理与公共服务发展研究

摘　　要：党的十八大报告明确指出,要围绕构建中国特色社会主义社会管理体系,加快形成政府主导、覆盖城乡、可持续的基本公共服务体系。而京津冀协同发展也对天津农村社会管理发展提出了新的要求。在此背景下,本研究针对天津农村地区开展了调研活动,围绕调研的基本情况,对天津农村社会管理与公共服务的发展状况及存在的问题进行了分析和讨论,以期对未来天津农村在城镇化建设、京津冀协同发展中的社会管理模式与公共服务开发提供借鉴与参考。18th CPC National Congress showed that the government should set up social management system based on Chinese socialism, in which the government should charge the major responsibility, and service should cover all countries, and public service system should be sustainable. meanwhile,collaborative development of Beijing, Tianjin and Hebei also ask for a change in rural social management. Based on this consideration, this paper carried out a survey in Tianjin area, analyzing and discussing current situation and problems in Tianjin rural social management, which provided a reference for Tianjin, Beijing and Heibei areas.
