论防御性医疗行为与过度医疗行为的关系

摘　　要：防御性医疗行为与过度医疗行为是我国看病贵和医患矛盾的供方成因。防御性医疗行为与过度医疗行为的相同点是过度为患者做检查、用药及治疗,增加患者就医负担和疾病风险、浪费医疗资源、增加医疗纠纷风险;不同点是防御性医疗行为是为保护医护人员自身安全,过度医疗是追求经济利益,积极型防御性医疗会产生积极结果而过度医疗不会。建议从完善医疗保险机制,加强职业道德教育及行业自律,提高民众对医疗风险的认识3方面防范防御性医疗行为和过度医疗行为。Defensive medical behaviors and excessive medical treatment are the reasons for expensive medical cost and medical conflict from the supply - side, and are becoming the important directions which hospital management practice and academic research pay close attention to in recent years. Starting from the definitions of defensive medical behaviors and excessive medical treatments, this paper emphatically discussed the internal relations and differences of this two behaviors from forms, causes and influences. Similarities ： the excessive do all kinds of inspection, and drug treatment for patients, leading to increased burden of medical treatment and disease risk, wasting medical resources and the rising medical costs and the destruction of the doctor - patient relationship, medical disputes. Difference ： the defensive medical behavior is to protect themselves, but the excessive medical treatment is the pursuit of economic interests; active defensive medicine yield positive results, but excessive medical treatment will not. We suggest that the government should play the role of guidance, improve the medical insurance system; strengthen professional ethics education and industry self - discipline ; improve people＇s awareness of medical treatment risk to prevent thses twokinds of behaviors.
