准公益性大中型调水工程良性运行的保障措施与实证分析

摘　　要：在总结准公益性大中型调水工程运行状况的基础上,分析了影响调水工程运行的因素,探讨了保障调水工程良性运行的主要措施,并以某调水工程为例进行了实证研究,进而提出了建立健全调水工程良性运行机制的政策建议。Based on the summarizationof operating situations of large and medium-scale water diversion projects,the factors that affect the operation of the projects are analyzed,and main measures to ensure the benign operation of water diversion projects are discussed. The empirical research is carried out by taking a water diversion project as an example.Furthermore,some policy suggestions are put forward for the construction of benign operation mechanism of water diversion projects.
