健全水资源资产产权制度的思考

摘　　要：水资源是自然资源的重要组成。界定了水资源资产产权制度的内涵及其与水权制度的关系,通过分析水资源资产产权制度现状与存在问题,以及借鉴其他自然资源资产产权制度建设经验,提出了健全水资源资产产权制度的思路和措施,并提出相关建议。Water is an important part of natural resources. The connotation of property right system ofwater and its relationship with water right system are defined. Several means and measures for improving the property right system of water resources are put forward by analyzing the current situations and problems of property right system of water resources and combining the construction experience of property right system of other natural resources,and the relevant suggestions are also proposed.
