摘　　要：通过调查了解和预警试验,对地震预警信息发布的范围、方式、内容以及过程控制进行了研究,并提出了相关规范建议:对于特定用户,在签订协议明确权责的前提下,用户可自主决策地震预警的接收条件、方式和内容;对于公众,当满足政府授权、技术可靠、法制健全、社会认可等前提条件时,地震预警信息可全覆盖发布,发布形式应以声音信号为主,发布过程宜分初报、续报和终报3个步骤。On the basis of investigation and earthquake warning test,the scope,form,content and process of the issuing of earthquake warning information are studied,and some related specification was proposed: for a particular user,when the agreement is signed and the responsibilities is clearly defined,they are free to choose the conditions,form,and content of earthquake warning information receiving; for the public,authorized by the government,reliable technology,a sound legal system and social approval are necessary. If these conditions are met,the information can be fully released,but the form should be based on sound signals,and the process should be divided into preliminary report,subsequent report and final report.
