摘　　要：通常认为,政治冷漠是公民对公共事务缺少感受与兴趣的一种表现。此种认知无益于区分作为民主政治生活常态的政治冷漠与作为民主政治生活问题的政治冷漠。政治动机是评估政治冷漠是否作为民主政治生活问题的关键指标。"有政治动机型"政治冷漠,是当前民主政治实践过程中存在的现实困境,是需要我们正视与解决的重要问题。协商民主作为一种程序与过程,一方面它能够充实公民的信息基础;另一方面它能够提高公民的参与能力。从一定意义上来讲,协商民主能够成为破解政治冷漠的重要手段。It is generally believed that political apathy is a manifestation that citizens lack feeling of and interest in public affairs. In fact, this perception is not conducive to distinguish between political apathy as a normal phenomenon of democratic political life and political apathy as an abnormal phenomenon of democratic political life. Political motivation is a key indicator to assess whether political apathy is a dilemma of democratic political life. The type of political apathy which goes along with political motivation is existent in the current practice of democratic politics which needs to be faced with and solved. Deliberative democracy, as a procedure and process, can enrich the information basis and improve the participation ability of citizens. In a certain sense, deliberative democracy has become an important means to solve the political apathy.
