摘　　要：针对当前环评工作人员获取建设项目周边环境现状数据手段比较单一,难以对工作进行有效支撑的问题,通过分析环评业务应用需求,结合重庆市信息化现状及信息技术发展趋势,设计了重庆市环评会商系统的整体架构,提出了基于GIS的基础数据、环评专题和建设项目三大类专题服务目录,集成了具有环评技术评估、选址预判、会商应用平台、内外网门户等功能模块的系统,并在市级环评评估部门试点应用。In the view of relatively limited means for the EIA personnel to obtain the status quo of the surrounding environment of the construction project,it is difficult to support the work effectively. Based on the analysis of EIA requirements on business applications,combined with the informatization status of Chongqing and the development trend of information technology,this paper designs the overall architecture of EIA consultation system in Chongqing,puts forward special service directories for basic data,EIA projects and construction projects based on GIS data,integrates the system with function modules such as technology assessment of EIA,prejudgment of site selection,consultation application platform,and portals for both internal and external networks. This has been used as pilot applications in the municipal EIA department.
