摘  要:目前,云贵地区局部大气环境容量利用已接近饱和,SO_2和NO_x容量利用水平均已超过70%,大气煤烟型污染特征明显,SO_2和PM_(10)是影响区域空气质量的主要污染物。当前发展模式下,预计到2020年,该地区重点产业SO_2和NO_x排放量占排放总量的比重将分别提高至91%和76%,区域性酸雨问题仍将难以得到有效控制重点地区大气污染形势仍不容乐观。云贵地区大气环境质量演变态势整体堪忧应坚持绿色发展理念,基于环境容量控制排放总量,调整区域产业结构和优化发展布局并重大力提高重点产业资源环境效率,保障环境准入要求。The utilization of atmospheric environmental capacity in Yunnan-Guizhou region has been close to saturation,and the capacity utilization level of SO_2 and NO_x is more than 70 percent,which indicates clear characteristics of coal-burning atmospheric pollution.SO_2and PM_(10) are the main pollutants that affect the air quality of the region.Under the current development pattern,it is expected that key industries' SO_2 and NO_x emissions will account for 91 percent and 76 percent respectively of the total emissions in the region by 2020;the acid rain problem in this region will be still difficult to be effectively controlled;and the situation of regional air pollution will still not be optimistic.This paper puts forward the following suggestions to address the problems:the concept of green development should be prioritized;emissions should be controlled based on atmospheric environmental capacity;balance should be kept between regulating the regional industrial structure and optimizing the development layout;the efficiency of resources and environment should be improved in key industries;and requirements of environmental access should be ensured.
