社区养老服务的供需失衡问题及对策研究——以北京市为例

摘　　要：社区养老作为养老服务的一个重要方面,日渐受到社会各界的关注,并取得了一定的发展成就。但是,社区养老服务的供需失衡问题严重阻碍了其发展进程,成为亟待解决的问题。近年来,在国家政策以及北京市各部门的鼓励和引导下,北京市社区养老服务体系建设取得了长足发展,基础设施建设不断完善、养老服务内容和形式日益丰富。但由于受到传统观念以及社区养老服务供给动力不足、社会认可度低等因素的制约,社区养老服务在需求、供给、利用方面存在着严重失衡现象。笔者认为应该从加强社区养老服务网络建设、因地制宜合理配置服务资源以及转变观念提升老人的有效需求等方面着手促进当前我国社区养老服务体系的发展。Community support, as an important part of services for the older adults, has aroused more and more concerns and made a lot of progress in recent years. However, the imbalance of services between supply and demand has impeded its development, and has been an issue of great urgency. In recent years, the construction of community service system for the older adults has made a significant progress by the guidance and encouragement of national policy and the government of Beijing. Infrastructure construction of community services for the older adults has been gradually improved, and services have increasingly become more diverse both in forms and contents. However, due to traditional notions, low social acceptability, and insufficient force of community support services, the imbalance of its demand, supply and utilization is worsening. The further development of community service system relies on enhancing the construction of service network, allocating service resources rationally, and stimulating the older adults ' demands.
