农业“走出去”与境外农业园区建设

摘　　要：农业"走出去"是国家"走出去"战略的重要组成部分,是统筹利用国际国内"两个市场、两种资源和两类规则"的重要途径,为农业转方式、调结构提供了良好外部机遇。发展境外农业合作园区能够有效提升农业企业投资效率,有利于发挥企业集聚效应,实现较快发展。本研究对当前中国农业"走出去"的发展现状与特征进行分析,总结归纳了境外农业园区建设与发展概况,探讨未来境外农业园区的发展方向。分析认为,境外农业园区建设是农业"走出去"的重要方式之一,应积极引导园区建立开放型招商机制,提升园区内企业的产业化水平,形成产业链配套,带动区内企业集群式发展,加快农业"走出去"步伐,提高农业企业的资源配置能力和竞争能力。Agricultural＂going global＂is an important part of the national＂going global＂strategy, and also animportant way to coordinate both international and domestic markets, resources and rules. It provides goodexternal opportunities for transforming agricultural development mode and adjusting agricultural structure.Developing agricultural cooperation park abroad can effectively improve the global resource allocationcapability of agribusiness, and is conducive to performing＂going global＂cluster effect and achieving rapiddevelopment. In this paper, development status and characteristics of China＇s current agricultural＂goingglobal＂were analyzed, the construction and development status of agricultural park abroad were summarized,and the future development direction of the agricultural park was discussed. In conclusion, it was of mutualbenefit for agricultural＂going global＂and the construction of agricultural park abroad. The government shouldactively guide the park to establish an open investment mechanism, enhance the industrial level of enterprisesin the park to form industrial chain, effectively promote a cluster development of enterprises in the park toaccelerate the process of agricultural＂going global＂and improve the global resource allocation power andinternational competitiveness of agricultural enterprises.
