智慧城镇建设框架及路径研究——以陕西富平为例

摘　　要：智慧城市是当今世界城市发展的趋势和特征,是中国实现工业化、信息化、城镇化、农业现代化同步发展的重要载体,是推动经济发展、造福民生、实现"中国梦"的重要途径。在国内智慧城市建设已呈现"遍地开花"之势的背景下,富平作为西部地区的一个小城镇,在智慧城市建设方面存在着意识落后、框架不清、路径不明等问题。在分析必要性与可行性的基础上,提出"智慧富平"建设的框架及路径,以期为"智慧富平"建设提供决策支持和政策建议,也为国内尤其是中西部的智慧城镇建设提供思路和借鉴。Smart city is the developing characteristic and the tendency of today＇s world city, is one important carrier for China to implement industrialization, informationization, urbanization and agricultural modernization synchronous development, and is one important path to promote economic development, which will benefit all people and realize ＂ China dream＂. Under the background of smart cities construction throughout our country, there are some problems such as consciousness backwardness, unclear frame and unknown path in Fuping＇s smart city construction. Based on the analysis of the necessity and the feasibility, this paper puts forth the constructing frame and path of ＂ smart Fuping＂ in order to provide decision support and policy suggestion for Fuping＇s smart city construction, meanwhile provides ideas and lessons for small towns in central and western regions.
