摘　　要：中亚是丝绸之路经济带的首要区域,该地区的安全形势对"丝绸之路经济带"建设有着重要影响。集体安全条约组织在中亚地区安全中扮演着重要角色,也成为"丝绸之路经济带"建设的影响因素。经过20年的发展,集体安全条约组织自身建设日趋丰富和完善,行动能力、维护成员国安全的能力和作用也得到加强。集体安全条约组织虽不能独立完成维护中亚地区安全的任务,但目前集体安全条约组织在中亚地区安全中发挥着重要的作用,暂时没有其他力量可以替代。集体安全条约组织在中亚地区安全中所发挥的积极作用,客观上符合丝绸之路经济带建设的安全需要,丝绸之路经济带建设的顺利进行也将有利于集体安全条约组织的未来发展,两者可以相互借助。但是,集体安全条约组织的能力和前景与丝绸之路经济带建设的需要并不完全匹配。所以,集安组织可以利用,也可以合作,但不能完全指望。如何利用好集体安全条约组织在中亚安全中发挥的积极作用,为丝绸之路经济带建设创造良好的环境和氛围,就成为需要认真对待和思考的问题。Central Asia is the primary area of Silk Road economic belt. The security condition of this area has a profound effect on building Silk Road economic belt. The collective security treaty organization has played a significant role in Central Asia and also an important factor for Silk Road economic belt. Over the twenty years＇ development, the self-construction of collective security treaty organization has become mature with its stronger actions and better safeguarding the security of its member countries. Though collective security treaty organization cannot perform the task of safeguarding the security in central Asia individually, yet it still plays an active role in safeguarding the security. Objectively it conforms to the security need of building construction of Silk Road economic belt is beneficial Silk Road economic belt and the smooth to the future of collective security treaty organization. How to take advantage of the active role of the treaty organization in Central Asia and how to make a safe environment for the Silk Road economic belt need to be carefully considered.
