摘　　要：利用一卡通技术建立了海上人员动态监控系统,介绍了系统的功能架构。应用此系统对辖区内平台、船舶以及陆地人员的位置及证件信息可实现统一管理,规范海上作业的申请审批流程,保证安全管理人员和企业管理者掌握海上及陆地的涉海人员动态;同时可作为胜利海上应急指挥系统的一部分,实时提供有效的信息数据,当发生紧急情况,实施快速救援。In order to realize the dynamic tracking the whereabouts of persons at sea facilities, real - time statistics personnel, standardize the approval process for the fishing operation, the use of smart card tech- nology to set up an information system for the sea are- as under the jurisdiction of the platform, the ship and in onshore terminal facilities, equipment, field to re- alize the dynamic tracking management personnel. The system makes the application process of the fish- ing operation, standardization, safety management and enterprise managers can easily grasp the dynamic information in the offshore workers ; at the same time as part of Shengli maritime emergency command sys- tem, to provide useful information with real -time data for fast rescue when an emergency occurs.
