新型城镇化视域下产业结构优化升级的困境与出路——以广东湛江为例

摘　　要：产业发展与城镇化之间是一种相互作用、互相促进、协同发展的耦合互动关系。然而,在一些地方实践中,由于各种体制和非理性因素的存在,往往轻视或者忽略产业结构优化升级对城镇化的"推拉效应",导致产城关系"两张皮",城镇化发展动力不足、质量不高等问题,制约了整个区域经济的发展。因此,当前要适应经济新常态的诉求,推动"产城融合"的新型城镇化,就必须要做好地区产业结构的优化布局与转型升级。The relationship between urbanization and industrial structure is characterized by interaction, mutual promotion and coordinated development. However, in local practice, due to various institutional and irrational factors, we often underestimate or ignore the optimization and upgrading of industrial structure for the purpose of promoting urbanization. As a result, the motivation of urbanization is not strong enough and its quality is not high, seriously affecting the development of the whole regional economy. In order to adapt to the new economic normal and carry forward the new urbanization which integrates both industrial and urban development, it is necessary to optimize and transform the regional industrial structure.
