从澳大利亚电力监管体系看我国电力监管体制改革方向

摘　　要：本文从电力行业特点入手,简要分析了电力监管体制改革的必要性、普遍趋势以及常用监管手段。并以澳大利亚电力监管体系为分析样本,介绍了其国家电力市场、电力监管法律体系和电力监管机构设置。结合我国电力体制改革历史及存在的问题,通过将新电力改革方案和澳大利亚电力监管体系进行比对,论述新电力改革方案下我国电力监管体制的改革方向。This Article starts from the monopoly nature of power industry,discusses the necessity and worldwide tendency of electricity regulatory regime reform,and introduces some commonly used regulatory mechanisms. The second section provides a brief introduction of Australian electric regulatory regime,including its national electricity market,and the regulatory body of each level.The last section reviews the history of Chinese electric industry reform,and summarizes outstanding issues that shall be improved before the promulgation of 2015 Chinese Electric Reform Plan.By comparing the New Reform Plan with Australian Electric Regulatory system,provides some suggestions on the implementation of the New Reform Plan.
