摘 要:使用Meta frontier-DEA模型,结合Malmquist-Luenberger指数探讨了环境效率视角下中国内地29个省市环境保护与经济发展之间双赢平衡的实现程度,分析了不同省域的环境技术异质性,测算了各省市环境效率及其改进潜力,同时研究了环境效率的动态变化情况。结果表明,只有少数省市实现了经济发展与环境保护的"双赢"平衡,不同群组省份具有显著的环境技术异质性,技术因素和管理因素是潜在环境效率的重要来源。结果可为地方政府根据实际情况制定相关政策提供依据,促进环境管理与技术进步协调发展,从而实现环境保护与经济发展的双赢平衡。By the use of Meta frontier-DEA model, combined with Malmquist Luenberger index, this paper investigates the achievements of 29 Chinese provinces about win-win balance between environmental protection and economic development from the perspective of environmental efficiency. Both of the environmental technology heterogeneity and the potential effi- ciency between different provinces have been thoroughly analyzed. Simultaneously, the dynamic changes of the efficiency have also been considered. The empirical result shows that only a few provinces have achieved a win-win situation, the en- vironmental technologies of provinces in three different groups present significant differences, both of the technical and management factors are important sources of potential environmental efficiency. These results can help local governments make related policy and promote coordinated development of environment management and technology progress, sequen- tially achieving a win-win balance between environmental protection and economic development.
