摘 要:北京地下贯通线工程艰巨、投资巨大。原定用于干线铁路通过客车、"穿袖子"始发客车的功能定位方案虽然可行,但存在客流量小、经济性差的问题,同时还存在安保难度大的问题,只宜作为过渡方案。北京地下贯通线用于市郊铁路是其最佳的选择,贯通线能力可容纳2条东西贯通的市郊铁路,市郊列车的市场竞争能力强。北京―涿州、固安、燕郊、顺义与怀柔及密云的4条市郊铁路应接入北京西与北京站,并通过地下贯通线开行东西贯通的市郊列车。部分普速干线列车需外迁,另外新建普速客站,实施"腾笼换鸟"的规划。利用干线铁路关键资源的市郊铁路应采用政府与干线铁路合作的PPP模式,使之成为干线铁路新的利润增长点。The construction of Beijing diameter line is tough and the investment is huge. The original functional localiza- tion scheme due to serve for passing passenger train on trunk line, it shows the schedule of dispatching initial trains which is similar to putting on sleeves is feasible in technology, however it cannot be taken over because of the low pas- senger flow data and bad economical efficiency. Meanwhile it has existing problem of difficult safety assurance. It should be taken for a transitivity item. It will be a best choice for diameter line to applied for suburban railway, the capacity of which can contain double of suburban lines which pass through the east and west of city and get a good competitive pow- er. The four suburban railways for Beijing to Zhuozhou, Gu ~n, Yanjiao, Huairou, Shunyi and Miyun should be con- nected to Beijing West Railway Station and Beijing Railway Station in order that a perfect diameter suburban railway line will be created. Part of the ordinary train can be arranged by way of nearly ordinary railway stations. And rebuild new stations and tracks in inner city to get the result of making empty of cage for a new bird. Besides, PPP mode by way of cooperation between government and railway bureau should be adopted because of enough resources about railway in or- der to scratch a new profit growth point.
