摘 要:城市公共安全规划还没有形成统一的理论体系,但考虑各种城市灾害进行综合防灾已成为共识。从多方面防灾的理念出发,分析了城市公共安全规划的体系及层次结构,即从宏观层次探讨了城市综合防灾总体布局,从中观层次探讨了城市防救灾体系布局,从微观层次探讨了城市防救灾工程规划,并对数字信息化技术在城市公共安全规划中的应用进行了展望,为城市公共安全规划的进一步研究提供理论依据。Though an unified theoretical system of urban public planning has not been formed yet,a consen- sus has been reached about comprehensive disaster prevention of all kinds of urban disasters. With the con- cept of comprehensive disaster prevention, this paper analyzes the system and hierarchical structure of ur- ban public safety planning from three levels, which are exploring the overall layout of urban comprehensive disaster prevention at the macro-level,the systematic layout of urban disaster prevention and rescue at the meso-level,and the engineering planning of urban disaster prevention and rescue at the micro-level. Then the paper forecasts the application of digital information technology in urban public safety planning. The paper provides a theoretic basis for the further study of urban public safety planning.
