摘　　要：为构建公共图书馆事业发展水平评价指标体系,论文应用功效系数法对全国各地区进行基础设施建设指标、资金投入与资源建设指标和服务效益指标的评价,对区域发展水平差异性进行了详尽对比分析和排序评价,运算得出人均书刊外借册次、人均馆藏量和人均购书费指标全国普遍水平偏低,需重点改进和加强。In order to construct public library development level evaluation index system, this paper applies efficacy coefficient method to evaluate the infrastructure construction index, capital investment and the indicators of resource construction and service benefit index of various regions of the country, analyzes and ranks the regional differences in the level of development exhaustively, and calculates the per capita of books to borrow, per capita collections and per capita acquisition fee index, which reaching a conclusion that the general level is low, and needed to focus on improving and strengthening.
