摘　　要：我国政府信息公开的法律制度基本形成体系,但不尽完善,存在很多的不足和漏洞,无法充分满足和保障人们对政府行政信息知情的需求。建构和完善政府信息公开的法律制度,应提升政府信息公开法律制度的法律地位,调整政府信息公开法律制度同其他法律的矛盾和冲突,构建和完善相关配套法律制度,同时要构建保障落实政府信息公开的监督和问责的法律规章制度。只有形成较为完善系统政府信息公开法律制度,才能为充分实现公民的行政知情权提供法律制度保障。The system of governmental information disclosure has been legislated in China but inadequacies still exist in the actual implementation. People find holes in the system and could not be well informed of the required information. Firstly, the position of the legal system of disclosure of government information should be raised to adjust to the contradictions and conflicts with other laws. Secondly, guarantees of interrelated laws should be established accordingly among which the system of supervision and accountability are of the most significance. Only when the information publication system is fully developed can citizens＇ rights to know in administration be realized virtually.
