摘　　要：互联网特别是移动互联网快速发展以来,媒体格局与舆论生态发生了巨大变化,传统媒体、网络媒体和各种新媒体鼎足而立,突发公共事件信息在不同媒体、不同终端间传播,由事件引发的舆论在传播过程中酝酿、爆发、消退。在突发公共事件信息传播和舆论生成发展过程中,不同媒体、不同终端具有不同的作用,彼此间亦相互影响。根据各媒体、各终端的特点,突发公共事件处置要优先向手机终端发布最新信息,传统媒体应全面进入新兴媒体,在整个舆论场发挥主流媒体作用,综合利用好多种媒体多种终端,促进和谐舆论生态的形成。Due to the rapid development of the Internet, especially the mobile Internet, there have been great changes in the media landscape and the public opinion environment. The traditional media, Internet-based media and various kinds of new media have turned the media industry into a three-horse game. The information of public emergencies spreads in different media and different terminals, during which public opinions start to boil up, break out as a crisis and at last subside. In the process of the spread of public emergency information and the creation and development of public opinions, different media and different terminals have different functions and they also affect each other, According to the characteristics of the different media and terminals, the government should first release the latest information to the mobile terminals on a prioritized basis when dealing with punic emergencies. The traditional media should fully expand into the emerging media sector; play a main role in guiding the public opinions; use various tbrms of media and terminals comprehensively; and promote the formation of a harmonious punic opinion environment.
