对放开农村集体建设用地流转的若干思考

摘　　要：建设城乡统一的建设用地市场的讨论已争论多年,十八届三中全会的决定中更是对放开农村集体建设用地流转做了明确规定。笔者首先对农村集体建设用地流转的现状做了一个重新梳理和归纳,然后对改革可能会带来的正反效应做了分析,并提出了应该统筹的五个配套改革和三个注意事项。本文的研究对于理清该项政策的来龙去脉和认清当前形势并做出下一步的应对措施具有重要参考价值和决策依据。The discussion on the construction a unified construction land market has been debated for many years, the decision of Eighth session of the Third Plenary Session of 18 has made specific provisions about releasing rural collective construction land. Based on this background, this paper made a re-combing and induction on the status of rural collective construction land＇s flow, then analyzed the positive and negative effects of the reform may bring to, and then proposed five reform and three considerations should be co-coordinated. This study has an important reference value for clarifying the context of the policy and clearly understanding the cur- rent situation and making the next response.
