摘　　要：标题是年鉴条目正文的题目,具有概括的功能。标题制作要做到以下十个方面:一是标题要实;二是标题求简;三是标题要明确;四是标题要贴切;五是题文要相符;六是标题要适中;七是标题行文一行即可;八是标题要准确;九是标题要正确记述涉法问题;十是标题要正确记述涉外问题。Titles refer to the titles of yearbook entry texts,and are of summarization function.Making titles must follow ten principles:the title must carry concrete meaning;the title must strive for brevity;the title must be unequivocal;the title must be appropriate;the title must be compatible to the texts;the title must be moderate;the length of the title should be made up of one row of characters;the title must be precise;the title must record legal matters correctly;the title must record issues related to foreign affairs correctly.
