摘　　要：在旅游经济热潮和快速城镇化的影响下,风景名胜区内人工化、商业化、城市化现象日益严重,风景名胜区资源成为各方获益、争夺、侵蚀的焦点,严重制约着风景名胜区的持续健康发展,重申报、轻管理,重开发、轻保护成为当前风景名胜区保护发展的误区。从国家级风景名胜区违法案件角度切入,总结检查执法过程中发现的问题,解析产生问题的制度原因,提出解决路径,实现风景名胜区保护管理目标。On one hand, scenic resources have become the focus of benefit obtaining, space occupying and erosion, which has seriously restricted the sustainable and healthy development of famous scenic sites. On the other hand, tbcusing on applying instead of management, and focusing on development instead of protection has become a serious misunderstanding of famous scenic site management. Under this background, this essay aims to sum up the problems of national famous scenic sites based on illegal cases analysis, and to find the breakthrough of problem solving from the aspects of system reasons. In the whole, this essay is for better preserving the famous scenic sites.
