豫湘桂战役期间国民政府的难童救助运动——基于中国急救战区儿童联合委员会的研究

摘　　要：中国急救战区儿童联合委员会是抗战末期政府与社会联合组织救济难童的国际性机构。该会采取委员制,经费以国际援助和国民政府拨款为主,采用西方科学的社会工作方法实施救济。联合委员会从成立至结束历时两年,虽然发动成立系因解决湘桂难童问题而起,但随着战局的发展,其工作范畴从战区不断推进到反攻区和收复区,共救济十一省市难童六万余名,与抗战初期的抢救难童运动一前一后交相辉映。The Chinese joint committee of saving the children in war zone was a international institution organized by the government and the social organizations , which adopted the system of committee, collected expenditure from international aid and the government, introduced the method of social work origined from western sciences. Although launched to solve the problem of children in Xiang-Gui Campaign but the working scopes were expended from war zone to counterattack zone and recover zone which not only led the joint committee to last two years but alsorelieved more than sixty thousand disaster-children in eleven provinces and cities. This saving movement was correspondence to the initial saving movement during the beginning period of Anti-Japanese War.
