区域知识产权管理系统协同及其演变的实证研究

摘　　要：界定并解析了区域知识产权管理系统的概念及内在结构,建立了基于融合演变速度状态和演变速度趋势等速度特征的改进复合系统协同度模型,实证测度了我国各省区2007—2013年知识产权管理系统协同及其演变综合效度,实证结果表明:东部发达地区在该时期内知识产权管理系统协同度较高,但其演变综合效度却呈现疲软甚至下降态势;相比之下,虽然中西部欠发达地区各个时序的知识产权管理系统协同度较低,但其演变综合效度处于快速上升的发展状态。最后根据实证结果提出了进一步强化区域知识产权管理系统协同及其演变综合效度的对策建议。The concept of regional intellectual property management system is defined and its internal structure is analyzed, and presents an improved composite system synergetic degree model based on speed characteristic which fuses the evolution speed state and evolution speed tendency. An empirical analysis is conducted to measuring from 2007 to 2013 the national each province and region＇s synergetic degree of intellectual property management system and its evolution synthetic validity. The empirical results show that during this period in eastern region sy- nergetic degree of intellectual property management system is high, but its evolution synthetic validity has showed weakness or even a declining trend. By contrast, in each sequence the synergetic degree of intellectual property management system in central and western underdeveloped areas is low, but its validity is in the development state of rapidly rising. Finally, according to the empirical results, the countermeasures and suggestions of further strengthening the regional intellectual property management system synergetic and its evolution synthetic validity are proposed.
