摘　　要：马克思恩格斯党内民主制度思想有"应然"和"实然"两个维度。就"应然"的维度而言,他们坚决主张工人阶级政党必须是"完全民主的"政治组织;就"实然"的维度而言,他们强调工人阶级政党要依据社会政治环境的发展变化,确定相应的组织形式,通过切实可行的制度安排来有效实践党的民主制。衡量工人阶级政党党内民主的标准,不是写在党纲和党的章程上的民主制原则,而是系统贯彻这一原则的制度安排的科学合理性及其运行的真实有效性,最终归结为党章赋予党员的基本民主权利能否得到切实有效的保障。显然,对于执政的中国共产党人来说,马克思恩格斯的党内民主制度思想具有重要的当代价值,值得我们深入思考和研究。Marx Engels＇ s theory of inner-party democratic system has two dimensions：＂to be＂and＂ought to be＂.On the dimension of＂ought to be＂,they strongly advocated that the working class political party must be＂fully democratic＂ political organization; on the dimension of＂ to be＂, they stressed the political party of the working class must determine the corresponding forms of organization and practice the party＇s democracy effectively through practical system arrangement according to the develop ment and changes of the social and political environment. A measure of the inner-party democracy of the Party of the working class is not the party＇s principles of democracy written in the program and constitution of the party,but the scientific rationality of system arrangement to carry out this principle systematically and the authenticity and effectiveness of operation of system arrangement. Finally the measure attributed to weather the basic democratic rights which is regulated in the party constitution can get effective protection. Obviously,for the Chinese Communist Party of China,Marx Engels＇ s theory of inner-party democratic system has important contemporary value. It is worth our deep thinking and researching.
